Section 504 of the Rehabilitation Acts of 1973 and Title II of the Americans with Disabilities Acts prohibit discrimination on the basis of disability. Under Section 504/Title II a person with a disability is defined as any person who has a physical or mental impairment which substantially limits one or more major life activities.
The Blue Springs R-IV School District provides a free appropriate public education to each qualified person with a disability in the District’s jurisdiction. Under Section 504 federal regulations, a free and appropriate education consists of the provision of regular or special education and related aids and services designed to meet individual educational needs of persons with disabilities as adequately as the needs of non-disabled persons are met.
