“Advocacy for BSSD”

Legislative Updates

  • Senate Bill 612

    Senate Bill 612, a voucher tax credit bill, is currently on the Senate calendar. The Senate can take up the bill at a moment’s notice and begin floor debate. Bill 612 is a $25 million tax credit program. The bill allows the voucher program to grow each year. Using the $25 million cap, in a 10-year period, the program will divert approximately $250 million from the general revenue fund which likely would have been used to fund the foundation formula.

    Voucher programs have not been proven to aid student learning and tend to help students least in need. There is also a lack of accountability for the schools eligible to receive the taxpayer dollars. Unlike the public school system that must adhere to a significant amount of state and federal laws and regulations, these schools are almost entirely free to act with impunity. Presently, SB 612 does not contain a provision that would punish a private school for poor student performance. The bill also contains an open enrollment provision which permits students to utilize the voucher to attend a public school that is not their resident district.

    House Bill 2247

    House Bill 2247, a charter school expansion bill, is currently in committee. Charter schools are not held to the same accountability standards as traditional public schools. This bill will allow charter schools to open in any school district if the district contains a single building with a score of 60% or less for two of the previous three years on the Annual Performance Report. There is no requirement that the charter school open in the same geographic area as the low performing school. A charter school could open on the other side of the district and there is not a requirement for the charter school to provide transportation to students at the low performing school.

    Once open, a charter school may accept students from any district in the state of Missouri, regardless of residence, as long as resident students would not be denied a place. HB 2247 also allows for the creation of a virtual charter school that could enroll students from all over the state. This creates financial implications for every school district in the state, not just those with a building at 60% or below APR.

    Charter schools are not run by a board of locally elected officials and the State Board of Education has no authority in regulating or overseeing these schools.
